Report Unwelcome Buyers
It??™s hard to imagine that there are buyers you may want to avoid, but it
happens. For example, you may find buyers that are:
??? Failing to meet your terms. Perhaps they are international buyers and you state that
you will ship to your home country only, or you clearly state that you do not accept
buyers with negative feedback ratings and you get a bid from a buyer with a negative
feedback rating.
??? Using techniques that are meant to disrupt your sale. For example, someone
might be bidding with no intent to pay or trying to bid even though he or she is blocked
from bidding on your site or placing a bid that is so high that no one else will bid and
then not paying.

REPORTING OTHER PROBLEMS
There are other concerns that eBay users may have to
deal with other than unpaid items, items not delivered,
or items delivered that were significantly differently from
what you expected. These have to do with illegal listings,
illegal solicitations, off-eBay transactions, and more.
