dealing with international buyers.
TIP
If a buyer does not pay for an item, eBay will issue an
unpaid item strike against the buyer, which tells future
sellers about this buyer. If a buyer accumulates too many
unpaid item strikes, their account can be suspended or
limits placed on their buying ability.

an unpaid item dispute within 45 days of the listing end. You must have tried
for at least seven days to resolve the problem with the buyer. You are eligible
for a final value fee credit if you cannot work out a resolution with the buyer
and close the dispute. The final value fee credit will be available without further
processing, unless a seller has excessive unpaid item disputes.
To confirm if a credit has been paid:
1. Click My eBay on the eBay header, and in the sidebar, under My Account, click Seller
Account.
2. Click View Account Status.
3. You will see whether you have a final value fee credit.
Block Bidders or Buyers
You can block certain people from bidding on or buying items from you.
