Sellers can expect that refunds of
final value fees to be expedited. If the buyer is not eligible
to buy an item (an out-of-country or unregistered buyer,
for instance), the final value fee is immediately refunded.
There are four steps in the process:
1. The seller files an Unpaid Item Dispute.
2. The buyer is notified about the dispute by eBay.
3. The buyer and seller now communicate about the
dispute on the Dispute Console.
4. The dispute is closed, whether because it is
successfully resolved, because the seller now
needs to escalate it to the next level, or because
nothing is happening. In this last case, eBay closes
the dispute after 60 days after the transaction date,
regardless of whether it is resolved or not.

6. Click the Why Are You Reporting This Unpaid Item down arrow, and click an option.
7. Click the What Has Happened So Far In The Dispute down arrow, and click an
option.
8. On the Send The Unpaid Item Reminder page, click the button, as shown in
Figure 9-11.
9. At this point, the dispute has been opened, and eBay now contacts the buyer to tell
him or her about your dispute. The buyer replies to the complaint, and most disputes
end at this point.
