3. On the Dispute Console page, click Report An Unpaid
Item.
4. On the Report An Unpaid Item Dispute page, read the
overview of the process, and type or paste (by pressing
CTRL+V) the item number into the Item Number text box.
5. Click Continue. The Report An Unpaid Item Dispute page will open.
CAUTION
The first time that a bidder/buyer fails to pay, eBay
issues a warning; the second time, eBay issues another
warning; and the third time, eBay places the bidder/buyer
on indefinite suspension. The nonpayment complaints
must be from different sellers before these actions can
take place.

ITEMS PROCESS
The unpaid item process is designed to improve
communication between buyers and sellers, since
80 percent of nonpayments are for issues dealing with
non-communications. Buyers and sellers communicate via
a Dispute Console, which is a tool that both buyers and
sellers have access to. It allows sellers to manage and
work with unpaid items.
