Read the User Agreement/eBay Policies
The user agreement outlines the terms and conditions under which you will
interact with eBay. It describes the rules you will follow and what eBay??™s
responsibilities are to you. It describes how misunderstandings and complaints
are handled, among other issues.

4. Enter your ZIP code and telephone number (If you
have moved, these may be different from your
current ZIP and telephone number, unless you
have updated that information), and your date of
birth, and click Continue.
5. The Confirmation Step window opens, and you
are notified that an e-mail has been sent.
6. Check your e-mail, and click the link in it that
sends you to the Change Password window in
eBay.
7. Enter your User ID, and click Continue. You
are taken to the procedure for changing your
password, as described previously.
8. You may be asked if you want to display
nonsecure items on the page. Click Yes or No.
In the New Password text box, type your new
password.
